added RFE526 - 90 degrees view rotation commands

+ added viewRotateLeft() and viewRotateRight() py methods to View3D
+ added ViewRotateLeft and ViewRotateRight FreeCAD commands
+ added them in View->Standard Views and Context->Standard Views menus
