Base: Add Base::ProgressIndicator for OCCT progress reporting

Introduce a new `ProgressIndicator` base class
(`ProgressIndicator.h`/`.cpp`) with a singleton-managed, no-op default
implementation matching OCCT’s `Message_ProgressIndicator` interface.
Update `CMakeLists.txt` to include the new sources.
