[PD] fix pad uptoface and uptoshape (#16030)

* [PD] fix Pad UpToFace and UpToShape
* specify struct pointers for Win
* Rename variables for MSVC compatibility - windows.h defines 'near' and 'far' as macros
* Add unit test
