a93dab0658 Add PartDesign build dependency to Import. 
Import now depends on PartDesign, so ensure CMake configure-time
dependency enforcement requires PartDesign alongside Part.

Fixes build regression from
6fd6558040.

005a8f15de Fix a cyclic build dependency 
Before this commit, Draft depended on BIM and BIM depended on Draft.
With this commit, BIM depends on Draft.

05e76dd624 Materials: Build external materials support conditionally 
Adds a new build option BUILD_MATERIAL_EXTERNAL which is off by default.

When disabled, the external interface is not built. This allows the
code to be tested thoroughly before reaching the end user.

Building with -DBUILD_POINTS=no -DBUILD_REVERSEENGINEERING=yes fails with:

src/Mod/ReverseEngineering/App/AppReverseEngineering.cpp
src/Mod/ReverseEngineering/App/AppReverseEngineering.cpp:36:10: fatal error: Mod/Points/App/PointsPy.h: No such file or directory

9a8ba08d0a CMake: Add inter-module dependency of Part on Material 
Building with -DBUILD_PART=ON and -DBUILD_MATERIAL=no fails with:

/usr/lib/gcc/x86_64-pc-linux-gnu/14/../../../../x86_64-pc-linux-gnu/bin/ld: cannot find -lMaterials: No such file or directory
collect2: error: ld returned 1 exit status

e6b5fb190f build: Fix dependency management for workbenches 
Previously the workbench was not disabled even when dependencies
were unmet, resulting in eventual compile failure.

aa7419b203 Move logic out of CMakeLists.txt
