8ba8c04b20 Base: remove explicit namespace-name qualifier from *PyImp.cpp 
Explicit Base namespace-name is used randomly across PyImp sources.
Remove it.

According to https://github.com/isocpp/CppCoreGuidelines/blob/master/CppCoreGuidelines.md using union for type-punning is undefined behaviour.
 Replace it with std::memcpy
