Small spacing fixes like imports in separate lines
for more clarity, and the position of the license.
Added many docstrings to clarify the methods, and spaces
after commas in order to comply with Python PEP8 style.
Also break many lines so that they are shorter than 80 characters.

Remove unnecessary check for the graphical interface
as this command should be imported when the interface
is already up and running.
Use proper `ToDo` class instead of importing `DraftGui`.

classes prefixed accordingly.

Also fix copying of a list in order to keep compatibility
with Python 2.

Cleaned up the class docstring, so it is in only one place
below the class definition. Also small fixes
in the docstrings of the class methods.
The class is now in upper case `Plane` to conform with Python
guidelines. An alias in lowercase `plane` is still provided
for compatibility purposes; this will be deprecated
in the future.

Also use the new `messages` module to provide the functions
to print text to the console.

as it is indicated in Python guidelines for classes.
Also import `todo` and `translate` from the utils module
instead of from `DraftGui`.
Otherwise we have to import the entire `DraftGui` module
which creates dependency problems when we want to use
some functions without the graphical interface.
These functions were moved from DraftGui to individual
modules precisely to make them easy to import.

Properly import the tracker classes. Avoid star imports,
and use the classes prefixed with the name of the module.
The BIM Workbench also has to be updated to use the new
module.
```
import draftguitools.gui_trackers as DraftTrackers
```
And do not load the `Snapper` in `DraftGui`.
The Snapper should be initialized by the module
that imports `DraftGui`, most probably `DraftTools`
or even by the `InitGui` of the workbench.
This solves a small bug in the radial dimension
unit test introduced in 7917b82c09, where a circle shape
is used before it is recomputed.
```
drafttests/test_creation.DraftCreation.test_dimension_radial
```
If it is a linear dimension show the older icon;
if it is a radius or diameter dimension show a new icon.
These three modes use the same Proxy class
and the same viewprovider class. Depending on the linked geometry
one icon or the other will be shown.
When there are many Draft objects in the tree view
the icon can be used to tell different objects apart quickly.
One icon is used for objects that are "straight lines",
whose Proxy is of type `Line`, `Wire` or `Polyline`; another icon
for "regular geometrical" shapes of type `Rectangle` or `Polygon`;
and another icon for "curved" objects of type `Circle`,
`Ellipse`, `BSpline`, `BezCurve`, or `Fillet`.
Other objects use the older default icon.
