544bd1e7ea Arch: implement new get_param functions 
Additionally 2 Arch_Window bugs were fixed:
* If the W1 value was changed the box tracker was not repositioned relative to the cursor.
* The WindowColor was not applied because of a typo in the code. De current default color is quite dark BTW.

Note that all dimensional values that were not really defaults, but just the last entered values, have been removed from preferences-archdefaults.ui. As a result the layout looks a bit strange. That will be improved in a next PR.

83d4080fe8 App: fixes #10460: App::PropertyPythonObject is not saving data 
Since Py3.11 the methods names __setstate__ and __getstate__ conflict with the method names added to the object class.
Thus rename them to 'loads' and 'dumps'

- Default label is translatable.
- Name argument should only be used for the label and not be translated.

7c26d67ebf Arch: Draw solar diagrams for timezones other than UTC and UTC-3 
Use the value of tz parameter to set a timezone instead of -3 constant.

Make updates to TimeZone property trigger redrawing of a solar diagram.

79449b8ce9 Arch: removes unused imports 
Removes unused imports as reported by LGTM.

There are exceptions: `import Arch_rc` is shown as an alert, but has side effects.  It's not clear what the best thing to do in those cases is, so I've left them for now.

df57424c84 Scale the compass based on the site area 
When the compass has a fixed size, it is either too big for small sites,
or too small for big sites, when using fit view. So the compass adapts
to the ProjectedArea of the Site now.

9a741c0867 Arch: Add property to switch to true north 
When enabled, the whole coin scene graph is rotated by the declination
property of the site. So one can see the whole geometry oriented like in
real life.
