[Toponaming] create ElementMap class (#9175)
* Copypaste ElementMap
* Add MappedNameRef
* Fix missing include
* Copypaste `findTagInElementName`

* reintroduce workaround to compile ElementMap
* Added missing functions copied from complexgeodata
