b450a62ef5 [TD]fix section scale 
- scale field in ui was QuantitySpinBox which is wrong for
  dimensionless number.
- section view scale was being set at only GlobalDecimals
  precision.

- apparently the "or" alternative to "||" is not supported
  by MS but is part of the c++ specification:
  https://en.cppreference.com/w/cpp/language/operator_alternative
