ef9936a940 App: fixes #10460: App::PropertyPythonObject is not saving data 
Since Py3.11 the methods names __setstate__ and __getstate__ conflict with the method names added to the object class.
Thus rename them to 'loads' and 'dumps'

most likely these files depend on Tools and Base

d2bb75566e add encoding parameter to .as_std_string() 
to handle PyUnicode Objects. Usually ASCII for object names and Utf-8
for file names and console output.
