Replace 2 instances of edit-cut.svg with the version from the tango icon
library to reslove license issue. Closes#7347.

A new group is added to the Preferences window that explains why
some preferences may appear to be missing due to the workbench being
unloaded. It lists the unloaded workbenches, and offers to load them,
updating the preferences dialog as necessary.
This at least partially resolves issue #4474.
This commit adds SVG files with icons for these commands. Also, it makes the necessary changes on CommandDoc.cpp, CommandWindow.cpp, CommandStd.cpp and resource.qrc files.
During the LinkMerge, a new icon
`Std_CoordinateSystem.svg` was used
for the `App::Origin` object that appears in
`PartDesign::Body`. However, this icon
doesn't look as good as the original `CoordinateSystem.svg`.
This commit renames the old icon to the new name. The newer icon
is kept as an alternate version `Std_CoordinateSystem_alt.svg`.
In addition, a new icon `Std_Placement.svg`
is provided for the `App::Placement` object, which previously
was also using `CoordinateSystem.svg`.
In this way, `App::Placement` and `App::Origin`
use different icons and there is no confusion
in the tree view.
