Gui: Remove unnecessary minimumSizes from Preferences

QT treats setting minimum size very seriously - it applies even if
the size required by the control is smaller than specified resulting in
rendering too small controls.

The refactored postprocessor system uses
a factory to load scripts. The preference
system has logic to load the scripts to get the tooltips
That logic was overlooked during the refactor.
Added it here.
