Roy-043 c36979f156 Draft: improve Snap bar show-hide preference 
This PR replaces the showSnapBar and hideSnapBar preferences with a single new preference: SnapBarShowOnlyDuringCommands.

Additonally:
Improved some param observer callbacks.
