Problem

Two documentation files serve no purpose and should be removed.

Files

docs/API.md

  • 0 bytes — completely empty
  • The API reference lives in docs/SPECIFICATION.md Section 11
  • This file creates confusion about where the API docs are

silo-spec.md

  • 1 line: "This document has moved to docs/SPECIFICATION.md"
  • Redirect stub left over from consolidation
  • GAP_ANALYSIS.md still lists it as "Consolidated" — that reference should also be removed

Acceptance Criteria

  • docs/API.md deleted
  • silo-spec.md deleted
  • No remaining references to either file in other docs
