e83b49d259 Move Dxf function to Mod/Import Ph1 
- move HeeksCAD dxf import/export code from Draft to
  Mod/Import. This first phase moves dxf.cpp and
  DraftDxf.cpp to Mod/Import and adds dxfWrite functionality
  to DraftDxf.cpp.

*SCL/SimpleDataTypes.py is a upstream stepcode file whose fiz has been submitted upstream and accepted.
*the header of Tools/generateBase/generateMetaModel_Module.xsd  had redundant data. It has been removed. Please double check it.
