* [PartDesign] Use correct method name in `WizardShaft`

Use `QtCore.QT_TRANSLATE_NOOP` instead of `QT_TRANSLATE_NOOP` because latter is
not what is imported.

* [PartDesign] Remove undesired translations in `WizardShaftTable.py`

c3061bf3ed Swap dominant and rotation buttons on SpacePilot Pro. 
Got the buttons switched by mistake. They have similar signs on them. I've
checked the 3dconnexion manual to know what symbol stand for what operation
and this is the correct one.
