CI: Fetch only latest tag

Both build.yml and release.yml now use git ls-remote to fetch only the latest v* tag instead of all tags, reducing CI checkout time.

Build: Add patchelf dependency

Added patchelf as a Linux build dependency in recipe.yaml to fix rattler-build packaging failure during the relinking phase.

Docs

Updated OVERVIEW.md and CI_CD.md to match current repo state.

docs: update OVERVIEW.md and CI_CD.md to match current repo state bfb2728f8d
