ddac40afbd Move Dxf function to Mod/Import Ph1 
- move HeeksCAD dxf import/export code from Draft to
  Mod/Import. This first phase moves dxf.cpp and
  DraftDxf.cpp to Mod/Import and adds dxfWrite functionality
  to DraftDxf.cpp.

+ add SMESH_version.h.cmake to set full version number instead of using compiler define
+ do not set include path of smesh globally
+ do not set library path of smesh globally
