docs: update ROADMAP.md for React SPA and current counts

- Replace all htmx references with React SPA
- Update endpoint count from 74 to 75 (6 occurrences)
- Update migration count from 10 to 11
- Update test file count from 1 to 9
- Fix comparison matrix web access entry
